Infrastructure as primary commune achievement

When asked about the achievements of Taches commune, councilors immediately describe infrastructure projects. In the first mandate (2002-2007), Taches commune built rural roads, bridges, culverts, schools, water sluices, dams and channels, etc., using the commune budget or funding from provincial line departments, NGOs and other sources. Rehabilitation and repair, particularly of irrigation systems, were firm commune priorities. For example, in 2005, the commune used the commune fund to dig a channel of 2,700m for citizens in five villages. This channel provided many advantages to farmers, such as: 1) the need to spend less time irrigating because of the channel’s proximity; 2) decreased vulnerability to drought; 3) less money spent on diesel for motor pumps; and 4) availablility of water all year long.

In general, the commune budget is used mostly for infrastructure projects, which absorb a huge amount of money, are big and are also able to serve people’s needs. These achievements are easier to count and remember as compared with non-infrastructure achievements, which are mostly not implemented by the CC. However, this did not mean that the council has forgotten or passed over service delivery projects. The CC has many service delivery projects in its three-year rolling commune investment program (CIP), seeking support from provincial line departments, NGOs, institutions and charitable persons in the annual district integration workshop (DIW) between August and November. The CC is clear that it will not use the commune budget to implement such projects.

Promoting the Understanding of Personal Website for Youths

On Saturday 26 May 2007 at the Conference Hall of the Economics and Finance Institute, the Open Forum of Cambodia in collaboration with the Economics and Finance Institute conducted a training to young students of the EFI on the personal website. The training aims at providing the core understanding of information technology and the creation of personal website. There are around 100 participants and more than fifty percent is women.

Young participants come early in the morning and shows their interests in getting such impant training. The training will allow them to get their personal websites and communicate with others.

មិនដូចកាលពីជំនាន់ដើមទេ មាតាបិតាបច្ចុប្បន្នមិនរឹតត្បិតកូនក្នុងការរើសគូរស្រករ របស់ខ្លួនឡើយ។ ទោះបីមាតាបិតាចង់ទុកដាក់កូនចៅយ៉ាងណាក៏ដោយ ក៏ត្រូវសួរ យោបល់កូនដែរថាតើព្រមទេ។ ទាល់តែកូនព្រមទើបអាចពិធីមង្គលការមួយអាចប្រព្រឹត្ត ទៅបាន។ ហើយពេលដែល កូនៗត្រូវរ៉ូវគ្នា មាតាបិតាផ្តល់យោបល់ ប៉ុន្តែ ការសម្រេច ចុងក្រោយគឺនៅលើកូនដដែល។ ទោះបីយ៉ាងណាក៏ដោយ យុវវ័យខ្មែរ ដែលជាកូនៗ នោះមិនអាណាធិបតេយ្យពេកដូចយុវវ័យនៅអឺរ៉ុបទេ ពួកគេយ៉ាងហោចណាស់ នៅស្តាប់ពាក្យទូន្មានរបស់ចាស់ទុំ ដោយសារតែវប្បធម៌ខ្មែរនៅផ្តល់តម្លៃដល់ចាស់ៗ។

សេរីភាពបែបនេះគឺល្អណាស់ក្នុងសង្គមទំនើបខ្មែរបច្ចុប្បន្ន ប៉ុន្តែចំណេះដឹងខ្សត់ អំពី ការជ្រីសរើសគូរស្រករអាចបង្កបញ្ហាដល់ជីវិតក្រោយថ្ងៃរៀបការ។ យុវវ័យគួរ តែស្វែងយល់អំពីបញ្ហានេះឲច្រើន ជៀសវៀងការសម្រេចចិត្តខុស។ ចូរពិនិត្យមើល តើមួយគូរនេះបានស្គាល់គ្នាមុនថ្ងៃរៀបការទេ?

Cambodian Democrats want to unite, but unclear

Last night, Prince Norodom Ranariddh said in Radio Free Asia that if the democrats divided, we have to let the Cambodian People Party lead the government like today. He wants to have democrats united, but until now it is not clear in what ways shall the democrats be united.

It is to note that before Khmer New Year, Sam Rainsy called for a large movement of democrats be ready in 2008 election. However, Sam Rainsy’s action met Sok An made his call a doubt among those who want to make alliance or unite with the large movement.

My relatives joint in Khmer New Year

My relatives spent three days in Siem Reap rural areas for the three days of Khmer New Year April 2007. At night we danced in a family manner. It was a day of happiness we enjoyed at rural Cambodia.

Rural roads built, but still needed

After 1979, Cambodia has trying its best in order to build infrastructure under the budget of the government, donors, NGOs and generous people. Today, under the adoption of decentralization at local commune levels with the support of previous Seila Program (and now the National Committee for Support of Decentralization and Deconcentration Reform Program: NCDD), many small rural roads built in almost 1,621 communes. Roads which were built are now being repaired. However, the rural roads are not enough yet to serve the economic and social welfare demand of local residents. Thus, there is still needs to build more roads and enlarge the roads as demand increases and the economy grows from day to day, even less or more.

Building rural roads seem very popular in Cambodia and sometime the building is used to attract the support from the local people by political parties. A recent report on the reasons why the Cambodian People Party won the 1st April 2007 commune election are infrastructures construction at rural areas such as roads, water canals, etc. For whatever reason they build roads, but we see that rural roads built to serve the interest of villagers. Because we have rural roads, the commune councils who are going to take office after this Khmer New Year shall take the reparation and maintenance of rural roads as important, being in line with the government rectangular strategy.

In general, the Cambodians travel to their homeland with nice face as they are going to meet their family members and relatives at their homeland where they left for one year a go. They pay courtesy visit and tell stories of this and that. Beside this, they play popular games, the traditional ones conserved for many years. Though the traditional games are the same in some regions, the games are also different from other regions. What new for you to share in this Khmer New Year?

The upcoming Khmer traditional new year will be next day. Many Cambodians are now going homeland, the land they born and the land they meet their family members and relatives. By its means, the home is more a concept of a family where people could communicate and live in a very normal way. Unlike house.

Oil Resources in Cambodia: Blaming Or Wishing

Recent years, the government publicly announced that Cambodia would gain around 1,700 million dollars three times of international aid per year. Due to the report by the Radio Free Asia this morning, many Cambodians do not hope that the gains from the oil resources would benefit people if the government is still corrupt. It is according to the well management of oil resources under an effective law which Cambodia itself could not make the law and need assistance from outside experts. While the people have concerns on this issue, the government and others are thinking of how to effectively and efficiently manage the resources and make Cambodia benefit and become a rich country. Thus at this moment it is not clear whether the oil resource is the blaming or the wishing.

People should think of how to make the oil as the wishing and should not try to blame. Blaming means discouragement and wishing means encouragement. Encouragement fosters the willingness of those who take responsibilities of oil resource management.

At this moment, it should be that people wish for good management and use of oil resources of Cambodia and then there should be a well study and strategic plan for proper management of this resource.
